People aged 65 and over
Community-based services and activities that support autonomy, quality of life and tackle isolation among older adults.

Admission criteria
Within the permanent residence response, there are temporary places aimed at situations of convalescence following hospital discharge, carer respite and housing issues that require the person to be away from home.
This service is subject to a means-tested contribution defined according to the income bracket and the table set out in the contributions regulations in force.
Eligibility conditions:
-
Need for temporary accommodation for a period not exceeding three months;
-
The person is in a situation of incapacity/dependency requiring third-party support to carry out daily living activities, but whose care does not require 24-hour medical and nursing follow-up;
-
Not in a situation where the most appropriate social response would be residential care, typically permanent.
Priority is given to situations where there is a need for the temporary absence of the main carer, particularly for health reasons.
A Residential Care Home for Older Adults (ERPI) is an establishment for the collective accommodation of the 65+ population, on a permanent or temporary basis, where social support and health activities are delivered.
This service is subject to a means-tested contribution defined according to the income bracket and the table set out in the contributions regulations in force.
Applications should be made at SCML’s social action services for your area of residence or, if you are already in an SCML social response, at the social response itself.
Cumulative admission conditions:
-
Living in the municipality of Lisbon;
-
Aged 65 or over, having exhausted the other social responses and informal support resources available to keep the person in their own home;
-
Health status compatible with the resources defined in the legislation applicable to the conditions for the organisation, functioning and setting up of the residences, and with the technical recommendations in force, following assessment and a technical opinion from the residence’s team;
-
No behavioural changes that put the safety and/or emotional stability of other residents at risk, following assessment and a technical opinion from the residence’s team.
Application selection and ranking criteria:
-
The criteria for selection and ranking of applications for permanent accommodation at the residence are, in the following order:
-
Being in a situation of physical incapacity and/or in a situation of inability, for health reasons, to fully, personally and consciously exercise their rights or fulfil their duties, with dependency on third parties to carry out basic and instrumental daily living activities;
-
Being a victim of domestic violence or another crime endangering life or physical and/or psychological integrity;
-
Being in a situation of isolation due to the absence of a support network (formal and informal) or because the existing network is insufficient to meet the person’s needs;
-
The applicant has a spouse, or another family member who lives or has lived with them, already in the residence;
-
Absence of minimum habitability conditions and the applicant being unable to ensure them, making it impossible to remain at home
-
Where there are applicants meeting the same selection and ranking criteria, the application with the earliest submission date is selected, except as provided in the next point.
-
Where there are applications from prospective benefactors and benefactors meeting the same selection and ranking criteria, and where the Mesa (Board) has decided to accept the benefaction following submission by SCML’s relevant benefaction service to the officer responsible for managing places, the application with the highest per-capita income is selected;
-
Exceptionally, situations of significant social vulnerability — subject to a reasoned opinion from the officer responsible for managing places and authorisation from their line manager — may constitute a priority selection criterion, resulting in an urgent admission.
These are interdisciplinary teams specifically focused on welcoming, supporting and accompanying older citizens.
Eligibility conditions:

Aged 65 or over;
-
In a situation of isolation and/or significant social vulnerability, living alone or in households made up only of older adults, with risk factors outweighing protective factors as identified through technical assessment.
Teleassistance is a community-based service that aims to support the safety, autonomy and social participation of older and dependent people living in isolation, enabling a rapid response in emergency situations.
Eligibility conditions:
-
Being a beneficiary of the institution’s home support and/or day centre service;
-
Benefiting from the support provided by Santa Casa Volunteering;
-
Being in a situation of isolation and/or dependency;
-
Having a non-confidential phone number, so that the Teleassistance Service can identify the user.
Day centres bring together various social responses and offer services and products tailored to the population’s needs. They support citizenship, participation in a shared project and foster social solidarity.
This service is subject to a means-tested contribution defined according to the income bracket and the table in force.
Eligibility conditions:
-
People resident in the city of Lisbon, with priority given to those in situations of hardship, isolation, dependency and/or social risk due to the absence of family or serious family breakdown or dysfunction.
The Home Support Service (SAD) is a social response consisting of individualised, personalised care provided at the person’s home where they are unable, temporarily or permanently, to meet their basic needs and/or carry out daily living activities, due to illness, disability or another impediment.
This service is subject to a means-tested contribution defined according to the income bracket and the table in force.
Access:
-
Request made by the person, a family member, friend or neighbour;
-
Through any service/team of the institution that identifies the need;
-
Through services/entities outside the institution, which must formalise the request by email.
Social response based on integrated services — social support and healthcare — provided at home by Santa Casa Health Units.
Eligibility conditions:
-
All beneficiaries of the institution’s home support service have access to integrated home support, whenever necessary.
Social response based in an establishment, apartments and/or houses – with individual or twin rooms and common-use areas – for older adults who are fully autonomous and/or have minor functional impairments.
The request to join can be made by the person themselves through Santa Casa da Misericórdia de Lisboa’s various teams and facilities.
Eligibility conditions:
-
Living in the city of Lisbon;
-
Aged 65 or over or, exceptionally, younger;
-
Being functionally independent and able to make decisions;
-
Living in housing without minimum habitability conditions that may endanger their life or well-being, or without the capacity to carry out the necessary housing changes, or having no housing at all;
-
Having insufficient material and financial resources;
-
Being a victim of abuse (physical, psychological and/or financial);
-
Being in a situation of isolation due to the absence of family/social network;
-
Being willing to take an active part in the day-to-day life of the residence, according to their abilities.
