In pursuit of its statutory aims, Santa Casa da Misericórdia de Lisboa considers it crucial to ensure that its suppliers are aligned with — and contribute to delivering — its commitments on sustainability, ethics and transparency.
How we buy
Santa Casa da Misericórdia de Lisboa, as a private-law legal entity of administrative public utility under Article 1(2) of its Statutes, is legally required, under Article 2(2), to comply with the rules applicable to public procurement.
Regarding the formation of contracts, the Public Procurement Code sets out, for each pre-contractual procedure, its base structure and detailed regulation of the stages from the decision to contract to the choice of pre-contractual procedure; the corresponding Terms of Reference may include environmental and social responsibility criteria and clauses, giving effect to what is set out in Directives 2004/17/EC and 2004/18/EC.
What we buy
Owing to the diversity of its activity and the reach of its services, Santa Casa da Misericórdia de Lisboa procures a large volume of goods and services.
The main categories of goods and services procured in 2019 were:
- Supply of prepared meals for service users and staff in the context of the services delivered and activities carried out;
- Fees for temporary work, especially within the services provided by Social Action and Health;
- Specialist work, such as consultancy, specialist IT services or restoration of works of art, among others; cleaning of premises;
- Surveillance and security services.
In order to comply with Article 465 of the Public Procurement Code, Santa Casa da Misericórdia de Lisboa publishes on the Base Portal the information regarding the formation of public contracts, under the terms set out in Ordinance No. 57/2018 of 26 February.

Santa Casa da Misericórdia de Lisboa takes responsibility for sustainable development by working to become a low environmental impact institution, ensuring the continuous introduction of environmental and ethical criteria in procurement processes. The aim is to minimise the impacts of our activity and to create value by promoting innovation and by developing more environmentally and socially responsible products and services.
Principles and values
Santa Casa da Misericórdia de Lisboa's procurement procedures are governed specifically by the fundamental principles set out in the Public Procurement Code to which it is bound, as well as by the following principles:
- Respect for the environment and the promotion of its preservation;
- Rational use of resources and prevention of waste;
- Quality and innovation, promoting dematerialisation and continuous improvement of procedures;
- Cooperation with social stakeholders on sustainability;
- Promoting inclusion and social cohesion;
- Consistency with other policies and strategies in force at the institution.
Supplier ethics and conduct
Santa Casa da Misericórdia de Lisboa's Supplier Code of Conduct sets out the non-negotiable standards which the institution requires its suppliers to respect and abide by in their commercial relationships with it.
We seek to positively influence our suppliers in areas such as ethics, human rights and labour practices, occupational health and safety, environmental protection and information security, in compliance with the Universal Declaration of Human Rights, the Conventions of the International Labour Organisation and national and EU legislation.
The Supplier Code of Conduct is made available to all actual or potential suppliers in the context of procurement procedures, in terms of reference, contracts and purchase orders, and is also available for public consultation below.
