Santa Casa da Misericórdia de Lisboa (SCML) is a private-law legal entity of administrative public utility, under its Statutes — approved by Decree-Law No. 235/2008 of 3 December and amended by Decree-Laws No. 114/2011 and No. 67/2015 and by Law No. 53/2018.

Governing bodies

The Mesa (Board) and the Provedor form the governing bodies of Santa Casa da Misericórdia de Lisboa. The current Mesa consists of the Provedor, the Vice-Provedora and four members.

The Provedor is appointed by joint order of the Prime Minister and the member of Government with oversight of Santa Casa da Misericórdia de Lisboa, and their remuneration is set by an order of the supervisory authority, with reference to the amounts established for public-sector managers.

The Vice-Provedor and the other members are appointed by the member of Government with oversight of Santa Casa da Misericórdia de Lisboa, on the Provedor's proposal, and their terms last three years, renewable for equal periods.

Functioning of the Mesa (see Article 10 of the Statutes)

The Mesa meets in ordinary session once a week and in extraordinary session whenever called by the Provedor. Decisions are taken when the majority of its members in office is present, by majority of the votes cast, with the Provedor having a casting vote in the event of a tie.

Supervisory bodies

Audit Council

The Audit Council is composed of a representative of the Ministry of Finance, who chairs it, a representative of the ministry overseeing Santa Casa da Misericórdia de Lisboa, and a Statutory Auditor also appointed by the supervisory authority.

Advisory bodies

Institutional Council

The Institutional Council is an advisory body chaired by the Provedor and composed of two representatives of the Ministry of Labour and Social Solidarity, one representative of the Ministry of Health, one representative of the Ministry of the Economy, one representative of the area of Government overseeing local administration, one representative of the Irmandade da Misericórdia and São Roque (Brotherhood), and three members of recognised standing designated by the Provedor.

Games Council

The Games Council is an advisory body with nine unpaid members, designated by the bodies represented on it, chaired by the Provedor.
