Population at Risk
We offer a range of services designed to support individuals without a fixed residence or in transit in Lisbon who are in an emergency or social risk situation.
The Emergency Unit team supports and monitors both national and foreign individuals and families who are homeless or have unstable housing, placing them at serious social risk. The team ensures basic subsistence conditions and develops plans based on thorough assessments and evaluations. These plans focus on training, skill acquisition, and social reintegration.
EMERGENCY SOCIAL SERVICES
This service supports individuals without a permanent residence or those in transit in Lisbon, addressing emergencies and situations of social risk. It also assists asylum seekers and applicants for refugee status.
The Homeless Planning and Intervention Center (NPISA) specifically responds to the homeless population. It is located at Cais do Gás in Lisbon, where organizations working with this population are represented.

TYPES OF SUPPORT
A social service developed at a center provides emergency or temporary shelter for women over 18 who are victims of domestic violence.
Access Conditions
- Women over 18 who are victims of domestic violence, whether between partners or within the family, are eligible for shelter. They may be admitted alone or with children or young people. In exceptional cases, girls under 18 may be considered if there is a substantiated risk of violence. Eligibility is confirmed after the technical team’s assessment determines the presence of risk.
- A comprehensive assessment of the risk was conducted by the center’s technical team.
- Acceptance by the victim of the center’s regulations.
- Women accompanied by children and/or young people are a priority for admission.
Admission comes through referrals from multiple entities. These include the Commission for Citizenship and Gender Equality, specialized centers, Santa Casa da Misericórdia de Lisboa services, the Lisbon City Council, other shelters, the Social Security Institute, the police, health services, and other services involved in addressing domestic violence situations.
These services provide meals to people without financial resources. They especially support those experiencing homelessness or those in transit in the city. They also offer self-care and health services.
Eligibility Requirements
- To qualify for the Social Canteen, an individual must be homeless, between 18 and 65 years old, and have no other available housing or support in Lisbon.
- Applicants must meet at least one of the following: demonstrate financial hardship, have limited social connections, or lack a support network.
- Individuals passing through Lisbon who face emergencies and lack resources are also eligible for the service.
Admission is through a justified proposal by the reference technician for Santa Casa da Misericórdia de Lisboa services.
This social service center offers temporary housing for up to three months, with potential extensions of up to six months. Admission involves a technical and emergency evaluation lasting 24 to 72 hours.
Access Conditions
- Be 18 years of age or older;
- Be in a situation of urgent housing need or at serious social risk;
- Applicants must be able to use the Temporary Housing Center facilities independently and safely; those with mobility limitations preventing this are not eligible.
- Applicants must not display signs of drug or alcohol use or inappropriate behavior to be eligible for admission.
- Applicants must agree to and sign the internal regulations.
- Applicants must sign a consent form agreeing to social monitoring by the center’s technical team.
Access is by referral from emergency services or social shelters with a proposal to the center’s director.
This service, developed at a center, is for individuals at social risk and refers them to an alternative center.
Access Requirements
- Be 18 years of age or older;
- Be in a situation of housing need or at serious social risk;
- Applicants must have sufficient mobility to use the facilities independently and safely; those with reduced mobility who are unable to do so are not eligible.
- Applicants must not show signs of psychoactive substance use or inappropriate behavior to be admitted to the Emergency Housing Center.
- Applicants must accept and sign the internal regulations as part of the eligibility process.
- Children or young people may be admitted only if accompanied by an adult who meets all eligibility requirements above and has legal responsibility for them (parent, legal guardian, or custodian).
Access is through referral by the institution’s services or the National Social Emergency Line. The line is available 24 hours a day, every day, by dialing 144.
Occupational Workshops target socially excluded individuals, mainly those with histories of homelessness. They offer activities to encourage socialization. They also promote personal autonomy and rehabilitation of work skills.
Eligibility Requirements
- Be 18 years of age or older;
- Eligible Occupational Workshop participants are individuals who are currently homeless or at risk of homelessness and who are willing to participate in change-oriented activities to improve their situation.
- Priority is given to individuals who are socially isolated due to the absence of family or severe family disruption.
Applications for admission can be submitted through the Santa Casa da Misericórdia de Lisboa services or through external entities.
Interested individuals can visit the locations where the occupational workshops are held.
Transitional housing provides temporary facilities for social reintegration. It supports people in developing autonomy and building personal, social, and professional skills according to individual plans.
Access Conditions
- Not having a residential, social, or family status;
- Being male;
- Applicants must be Portuguese or EU citizens; non-EU citizens need a valid EU residence permit.
- Being in a proven phase of abstinence from drug and/or alcohol use;
- Applicants must not have convictions for sexual, violent, domestic, or extremely violent crimes to be eligible.
- Having been sentenced to less than eight years;
- Having demonstrated satisfactory institutional behavior in the prison;
- Applicants must demonstrate potential and motivation to participate in reintegration and empowerment activities.
- Having a history with Santa Casa is a preferred factor. Referrals to these centers are made according to specific admission criteria. The technical team assesses motivation, interest, life path, change potential, and expectations for joining the transition center.
Referrals are evaluated on motivation, potential, and expectations.
Technicians make referrals from the General Directorate of Prison Services, Social Reintegration, Educational Centers, Shelters, and the Santa Casa da Misericórdia de Lisboa. These referrals must meet the criteria for admission to a transition center.
